Index-Card-O-04-06 DEH: This is important fact in office organisation, that the job of every official is to unify the matter put up to him as far as possible, & to put up the problems he can’t solve for the attention of higher authority. But even where the official does decided & act for himself, it is with the permission & knowledge of the head.

But note that the reason why the official finds grave problems at all, the reason why he is subject to conflict & cannot settle matters without difficulty, is that he belongs to a higher organisation. Your problems don’t exist for animals, & few of the exist for savages. The higher the man the more varied & acute his problems, because he consciously acts for (higher parts of himself) his superiors. What would Society have me do: what is good for the furtherance of value, what is God’s will? Now asking these questions is consciously ‘putting up the question’ to a higher official (still yourself).

The man with a social conscience or a religious conscience is doing consciously what we must all do unconsciously — put up our questions & take our orders. But the man who does this consciously, finds the answer to be in himself — the moral law within, of Kant — & in so far as he identifies hi self with this Supreme will he is free: he takes on the freedom of the whole will — & the whole will is absolutely free.
